Anne MacMillan brings 15 years of substantive policy experience in the food and agriculture sector to HP+P. She now leads the firm emerging food and beverage practice, providing regulatory, public policy and strategic advice on all sectors of the industry from field to fork.
Prior to joining HP+P, MacMillan led the Washington, DC, office for The Wonderful Company, a multi-billion dollar farming and consumer packaged goods company based in California. In this senior role, she advised the company on all aspects of federal government and regulatory affairs, identifying and implementing opportunities for high-value involvement in emerging policy issues, as well as existing legislative and regulatory initiatives.
MacMillan also served as the Deputy Chief of Staff at the U.S. Department of Agriculture under the leadership of Secretary Vilsack. In this capacity she led the development and implementation of the regulatory agenda for the Department with a particular focus on specialty crops, food safety, livestock markets, and animal health.
Before her time in the Obama Administration, MacMillan was the Senior Policy Advisor to then-House Speaker Nancy Pelosi (D-CA) on issues related to agriculture, small business, veterans, and government oversight, as well as serving as the Speaker’s primary liaison to the Blue Dog Coalition. MacMillan served the majority of her tenure on Capitol Hill working for former Representative Dennis Cardoza (D-CA). As the Congressman’s Legislative Director and principal staffer to the House Agriculture Committee and House Resources Committee, MacMillan worked on critical pieces of legislation important to California’s Central Valley including the 2008 Farm Bill and Endangered Species Act reform. MacMillan began her career with her hometown congressman, the late Representative Bob Matsui (D-CA).
